The Illinois Home Weatherization Assistance Program (IHWAP) helps low income residents and households conserve fuel and reduce energy costs by making their homes and apartments more energy efficient. IHWAP also provides many health and safety upgrades ensuring safe and healthy homes. Energy conservation and health and safety measures provided through home weatherization can ensure citizens have access to more affordable energy services.

Eligibility depends on household income (income of everyone living in the unit).
To be eligible to receive assistance, the household’s combined income must be at or below 140% of the federal poverty level using State funds, and 200% of the federal poverty level using DOE and HHS funding.

The core, four-county area we serve has a population of 108,972 and covers a 1,989 square mile area. The largest percentage of our population consists of people who are sixty-five years of age or older. Almost 94% of our clients are white, 3.5% are black, and 2.35% of our client population is Hispanic.
During 2020, BCMW assisted 4,064 households and 9,215 individuals. The agency serves as a light at the end of a very long tunnel for many people.
In 1964, at the beginning of the "War on Poverty", it was estimated that we could eradicate poverty within ten years; here we are fifty-two years later and we are still uncovering the multitude of layers of the causes of poverty.
BCMW is an agency dedicated to helping people, help themselves and each other. The agency is governed by a fifteen-member tripartite board of directors with equal representation from public, private, and low-income entities.
